This news has recently become a trending topic on Japanese Twitter.
To put it simply, starting in April, Japan's Civil Code was amended to adjust the age of adulthood. Previously, it was 20 years old to be considered an adult, but now it's 18. While you can only smoke and drink alcohol after age 20, applying for credit cards and loans no longer requires parental or guardian consent; individuals are responsible for themselves.
This also raises the question: what about the AV industry? Does it apply?
Some will surely say, "Aren't there already 18-year-old actresses making films in the AV industry?" What are you talking about?
So, it's better to avoid trouble. If the 18-year-old body setting is there, they won't go for real unless absolutely necessary.

Just a little tidbit: of all the actresses I've worked with, only "Amano Miyu" and "Yotsuha Urara" actually debuted at 18. The others are all fake. But I also know why production companies and agencies do this. First, everyone likes young bodies, the younger the better. Second, getting real 18-year-old girls to debut is difficult because they're considered minors. Production companies need parental consent before they can film. In the past, agencies mostly took shortcuts, just getting anyone to sign and having these actresses film with male actors. But after the AV forced sex scandal, this became a key area of scrutiny, so…

Logically, the AV industry will have a lot more fresh faces available, which should make everyone happy; however, as you know, the Japanese government isn't exactly friendly towards the AV industry. They even set up a task force to prevent high school graduates from making adult films. So, as soon as this policy was announced, elected officials immediately questioned the government's stance:
Simply put, the restrictions on minors have been lifted, meaning parental consent should no longer be needed. However, the government still strictly prohibits businesses from using fraudulent or coercive methods to get girls to film adult videos. If caught, not only will the contract be voided, but the government will also prosecute.
