Because male and female actors have the right to veto the release of their works, to avoid the inability to release their films, the industry believes that semen videos, which require mobilizing a large number of male actors, will likely be abandoned. Director "Sakurai Vanilla" even explicitly stated that it's all a conspiracy; the harshness of the new law will shrink the size of the AV industry, and talent and money will flow to illegal channels (i.e., the uncensored industry)...
Is that really the case? We've heard a lot from the industry, but today we'll step outside our comfort zones and see what the social elites and elected officials who spurred the new law are thinking. First, please read this report from the Tokyo Shimbun. In it, a young woman in her early twenties says that AV is her lifelong nightmare; even now, she can't face the gaze of others on her:
Why? Because of her unimaginably tragic life, she suffered domestic violence from her parents from a young age, was placed in a social welfare institution at 15, and at 18, after legally moving out, she couldn't find work and had nowhere to live, so she resorted to prostitution to survive. Later, she was persuaded by a client to film adult videos (AVs) for 20,000 yen plus two weeks of accommodation in an internet cafe (the yen is currently very low, less than 1000 RMB).
In recent years, she has reformed and wants to erase her AV past, but she can't find the man who commissioned her. Discovering the videos circulating online makes her increasingly distressed, feeling that the AV career will be a stain on her life forever, and she has no idea what to do.

So, the so-called social elites and public representatives decided to prevent the tragedy from repeating itself, hoping to protect these girls from crying in the dark through the new law. Thus, the five-year clause was shortened to one year, giving actresses complete veto power over their work; signed contracts could be voided at will, without any compensation.

That's right, this girl who started making AVs at 18 years old probably didn't work with the AV industry we're familiar with. Judging from the ridiculously low 20,000 yen payment and the complete lack of mention of an agency, she was likely forced into this industry by a seller of doujin AV (likely FC2)!
But those in power don't understand the difference between "legitimate AV" and "doujin AV." Hearing about the girl's experience in the report, they think the AV industry is disgusting, that after setting up contract traps to force women into prostitution, they haven't changed, so they have to use the strictest standards to restrict their development. Who told the AV industry to ruin those girls so badly?
But the problem is, judging from the reports, these social elites and elected officials have completely misjudged the situation: I don't agree with Sakurai Vanilla's conspiracy theory that the legislators want to drive everyone to illegal channels, but judging from this report, these idealistic and ambitious adults have completely misjudged the situation. They wield their swords to suppress what they perceive as demons, cornering legitimate, tax-paying AV actresses, but in doing so, they are nurturing the demons that truly prevent that girl from escaping the shadows…
