First, let me explain what constitutes a legitimate AV production company? Logically, having a management team, a cooperating filming crew, and male and female actors for sex scenes (of course, you can also act yourself like the sellers at FC2) would qualify you as an AV production company. However, the situation in Japan is different. Besides the required capital and company registration, you must also join the IPPA (Industrial and Commercial Administration of China). After passing the review, you'll receive a unique identification number, and then you can hire people to film.
But even then, agencies might not cooperate!
Because the Japanese are very cautious, and as the saying goes, "everything is difficult at the beginning," securing a first collaboration isn't easy. Therefore, it's best to have someone guide you. For example, the production company I know was introduced by the owner of the agency Green, who widely distributed invitations and collaborated with several well-known production stars in the market.
And then? After a few works, there's been no further development.
Besides the agency Green, they also asked me which actresses were worth collaborating with. My idea was to directly find those top-selling actresses on FANZA (DMM) sales charts, provided the cost was reasonable. Their prices were reasonable, the production plans seemed okay, and the actresses performed very well, but… the investment wouldn't be recouped!
I chatted with the boss for a bit, and he said with a wry smile that everything was ready except for the crucial sales opportunity. Unfortunately, after several trial productions, that opportunity hadn't materialized, so he had to temporarily suspend the filming plan. Why? Because you can't do without top-tier project actresses; at least they have a following and sales, making the investment less risky. But once you use them, you'll find that too many production companies are working with them, and your own films, if not noticed by fans, become worthless inventory. This is very disadvantageous for newly established production companies with insufficient resources. Furthermore, he always thought that even the worst project actresses would have basic sales, but things were completely different. Because these actresses release so many films, their fans are much more selective than die-hard fans who support exclusive actresses. Production companies would cry if they saw the sales figures for unpopular works…
Therefore, in Japan, unless you have a lot of money to burn, starting a production company is really not a good idea.
