The answer is, cost considerations.
This is also what surprised me quite a bit. I always thought there were two reasons for having those "juice guys" wear YG and Three Gun brand white briefs to enter: firstly, for uniformity, so everyone could immediately tell who were the professional actors and who were just "juice guys"; secondly, to keep the visuals cleaner. If everyone walked in naked and disheveled, the screen would be cluttered with mosaics, which would not only be uncomfortable for us to watch, but the post-production staff would also be working overtime...

Because the mosaic work in these films is paid per piece—the more you do, the more money you get—and male porn stars are the least important group in the AV industry, it's best not to waste mosaic budget on them other than "irrigating" the actresses. That's why they're specially made to wear white briefs, and the director will instruct them, "If you want to masturbate, do it in your underwear," and "Don't let your glans show." They have to wait for the signal before they can take off their pants (this scene usually doesn't actually happen), and then they can ejaculate freely.
No wonder many male porn stars leave without saying goodbye during filming. There are so many restrictions; they clearly feel insignificant, just tools for the director to complete a scene. Everyone enters the AV industry to show off their skills, but when they realize their importance might be less than a needle in a haystack, who wants to stay?
